According to Decree 31/2021/ND-CP, Vietnam has identified 25 sectors and industries where foreign investors are not allowed to access the market. Below is the list of these restricted sectors:

  • Fishing or exploiting aquatic resources.
  • Security and investigation services.

  • Travel services, except international travel services serving inbound tourists.

  • Maritime transport services.
  • Rail transport services.
